Moodle is a course management system (CMS) - a free, Open Source software package which is designed using sound pedagogical principles. Meant to help educators create effective online learning communities, Moddle can be downloaded and used on any computer(including webhosts). It can scale from a single-teacher site to a University with 200,000 students. 
With over 330,000 users registered only in moddle.org, speaking over 70 languages in 196 countries Moodle has a large and diverse user community. This website has various groups and forums discussing Moddle in various languages, demystifying it further.

Moodle Downloads

Moodle is available in a variety of download packages with different levels of stability, as well as via CVS from Sourceforge.net. A number of additional modules/plugins and language packs are also available in moddles.org.
